Devex: Post-USAID, how can development innovators scale what works?

Devex's Tania Karas reports on a panel at Devex’s 2026 Capital Summit during the World Bank and International Monetary Fund Spring Meetings featuring DIV Fund CEO Sasha Gallant and Former USAID Administrator Ambassador Mark Green. Excerpts include:

“The DIV Fund, a spinoff of USAID’s former Development Innovation Ventures, is a model for how innovation can still be financed and scaled.”

“If we’re going to deliver on all of the needs of tomorrow with the resources we have today, we need better tools. We need more effective delivery models, and we need cheaper ways of getting it to people,” Gallant said.

“Africans are looking for partners. They’re looking for investment. They’re looking for innovation,” he said on the Devex panel. “There are so many good ideas out there. They’re looking for partners and collaborators in elevating them and driving ahead. That’s where I think we are right now, and that’s why, for example, the DIV is so important. It creates a mechanism fordoing that.”
